Professor Robert Hazell, Director of the Constitution Unit, will talk about the main elements in the new government’s constitutional reform programme, with political commentary from Fraser Nelson, editor of the Spectator. They will discuss the prospects for the In/Out referendum on the EU, the British bill of rights, further devolution and the future of the Union, English votes for English laws, and the parliamentary boundary review, and how all these matters will be handled in the new Parliament, where the government has a slender majority in the Commons, and may face growing difficulties in the Lords
